National Conference on Innovative Practices in Libraries: A Report
“Technology is a boon, not a bane for libraries”
Director of Public Libraries Department Dr. Satishkumar S. Hosamani inaugurated the National Conference on Innovative Practices in Libraries organized by Tumkur University Library
“Libraries are at the threshold of change. With the influence of technology, traditional libraries are transforming into digital libraries. Libraries and library professionals remain relevant only if they embrace technology and adopt it in their services.” said Dr. Satishkumar Hosamani, Director, Department of Public Libraries. He inaugurated the National Conference on Innovative Practices in Libraries organized by Tumkur University Library with sponsorship from Raja Rammohan Roy Library Foundation, Ministry of Culture, Govt. of India.
Professor of Library and Information Science from Kuvempu University Dr. B S Biradar delivered the Keynote address and said “Due to the impact of technology, libraries are no more just storehouses of books. There are ample opportunities for librarians to adopt innovative practices and deliver services. Librarians should inculcate technological skills and initiate innovative services in libraries. Library professionals should have a positive mindset towards technology.”
Vice Chancellor Prof. A H Rajasab remarked “This is the era of accessing information on mobile devices. Librarians should not be stationary. They should be mobile. They should take libraries to readers. A true librarian is one who reads the pulse of readers and provides information accordingly.”
Registrar Evaluation Prof. D V Paramashivamurthy and President of Karnataka State College Librarians Association Mr. M N N Prasad released the Conference Proceedings.
More than 200 library professionals from across the country participated in the conference. More than 30 papers were presented. Conference Director Dr. B Ravivenkat and Organizing Secretary Kumara B expressed gratitude.

ತುಮಕೂರು ವಿವಿ ಗ್ರಂಥಾಲಯವು ಏರ್ಪಡಿಸಿದ್ದ “ಗ್ರಂಥಾಲಯಗಳಲ್ಲಿ ನಾವೀನ್ಯಪೂರ್ಣ ಪದ್ಧತಿಗಳು” ಎಂಬ ವಿಷಯದ ಕುರಿತ ರಾಷ್ಟ್ರೀಯ ಸಮ್ಮೇಳನವನ್ನು ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯ ಇಲಾಖೆಯ ನಿರ್ದೇಶಕ ಡಾ. ಸತೀಶ್ ಕುಮಾರ್ ಹೊಸಮನಿ ಉದ್ಘಾಟಿಸಿದರು
“ಗ್ರಂಥಾಲಯಗಳು ಇಂದು ಬದಲಾವಣೆಯ ಹೊಸ್ತಿಲಲ್ಲಿವೆ. ತಂತ್ರಜ್ಞಾನದ ಪ್ರಭಾವದಿಂದ ಸಾಂಪ್ರದಾಯಿಕ ಗ್ರಂಥಾಲಯಗಳು ಇಂದು ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯಗಳಾಗಿ ಪರಿವರ್ತನೆಗೊಳ್ಳುತ್ತಿವೆ. ತಂತ್ರಜ್ಞಾನವನ್ನು ಒಪ್ಪಿಕೊಂಡು, ಗ್ರಂಥಾಲಯ ಸೇವೆಗಳಲ್ಲಿ ಅಳವಡಿಸಿಕೊಂಡಲ್ಲಿ ಮಾತ್ರ ಗ್ರಂಥಾಲಯಗಳು ಹಾಗೂ ಗ್ರಂಥಾಲಯ ವೃತ್ತಿಪರರು ಇಂದಿನ ಜಗತ್ತಿನಲ್ಲಿ ಪ್ರಸ್ತುತರಾಗಲು ಸಾಧ್ಯ.” ಎಂದು ಸಾರ್ವಜನಿಕ ಗ್ರಂಥಾಲಯ ಇಲಾಖೆಯ ನಿರ್ದೇಶಕ ಡಾ. ಸತೀಶ್ ಕುಮಾರ್ ಹೊಸಮನಿ ಅಭಿಪ್ರಾಯಪಟ್ಟರು.
ತುಮಕೂರು ವಿವಿ ಗ್ರಂಥಾಲಯವು ಭಾರತ ಸರ್ಕಾರದ ಸಂಸ್ಕೃತಿ ಇಲಾಖೆಯ ರಾಜಾರಾಂ ಮೋಹನ್ ರಾಯ್ ಗ್ರಂಥಾಲಯ ಪ್ರತಿಷ್ಠಾನದ ಪ್ರಾಯೋಜಕತ್ವದಲ್ಲಿ ಏರ್ಪಡಿಸಿದ್ದ “ಗ್ರಂಥಾಲಯಗಳಲ್ಲಿ ನಾವೀನ್ಯಪೂರ್ಣ ಪದ್ಧತಿಗಳು” ಎಂಬ ವಿಷಯದ ಕುರಿತ ರಾಷ್ಟ್ರೀಯ ಸಮ್ಮೇಳನವನ್ನು ಅವರು ಉದ್ಘಾಟಿಸಿದರು.
ಸಮ್ಮೇಳನದ ದಿಕ್ಸೂಚಿ ಭಾಷಣ ಮಾಡಿದ ಕುವೆಂಪು ವಿಶ್ವವಿದ್ಯಾನಿಲಯದ ಗ್ರಂಥಾಲಯ ಮತ್ತು ಮಾಹಿತಿ ವಿಜ್ಞಾನ ವಿಭಾಗದ ಪ್ರಾಧ್ಯಾಪಕ ಡಾ. ಬಿ.ಎಸ್. ಬಿರಾದಾರ್, “ತಂತ್ರಜ್ಞಾನದ ಪರಿಣಾಮವಾಗಿ ಗ್ರಂಥಾಲಯಗಳು ಇಂದು ಕೇವಲ ಪುಸ್ತಕಗಳ ಸಂಗ್ರಹಗಾರವಾಗಿ ಉಳಿದಿಲ್ಲ. ಅನೇಕ ನಾವೀನ್ಯಪೂರ್ಣ ಪದ್ಧತಿಗಳನ್ನು ಅಳವಡಿಸಿಕೊಂಡು ಸೇವೆಗಳನ್ನು ಒದಗಿಸಲು ವಿಪುಲ ಅವಕಾಶಗಳಿವೆ. ಗ್ರಂಥಾಲಯ ವೃತ್ತಿಪರರು ತಂತ್ರಜ್ಞಾನದ ಕೌಶಲ್ಯಗಳನ್ನು ಬೆಳೆಸಿಕೊಂಡು ನಾವೀನ್ಯಪೂರ್ಣ ಮಾಹಿತಿ ಸೇವೆಗಳನ್ನು ಒದಗಿಸಲು ಮುಂದಾಗಬೇಕು. ತಂತ್ರಜ್ಞಾನವನ್ನು ಅಳವಡಿಕೊಳ್ಳಲು ಪ್ರಮುಖವಾಗಿ ಬೇಕಾಗಿರುವುದು ಧನಾತ್ಮಕ ಮನೋಭಾವ ಹಾಗೂ ಕಲಿಕೆಯ ಪ್ರವೃತ್ತಿ.” ಎಂದು ಹೇಳಿದರು.
ವಿವಿ ಕುಲಪತಿ ಪ್ರೊ. ರಾಜಾಸಾಬ್ ಮಾತನಾಡಿ “ಗ್ರಂಥಾಲಯ ವೃತ್ತಿಪರರು ಸ್ಥಾವರರಾಗದೆ, ಜಂಗಮರಾಗಬೇಕು. ಗ್ರಂಥಾಲಯಗಳನ್ನು ಓದುಗರೆಡೆಗೆ ಕೊಂಡೊಯ್ಯಬೇಕು. ಓದುಗರ ನಾಡಿ ಮಿಡಿತವನ್ನು ಅರಿತು ಅದಕ್ಕೆ ತಕ್ಕಂತೆ ಮಾಹಿತಿಯನ್ನು ಒದಗಿಸುವವನೇ ನಿಜವಾದ ಗ್ರಂಥಪಾಲಕ. ” ಎಂದರು.
ವಿವಿಯ ಮೌಲ್ಯಮಾಪನ ಕುಲಸಚಿವ ಪ್ರೊ. ಡಿ. ವಿ ಪರಮಶಿವಮೂರ್ತಿ ಹಾಗೂ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕಾಲೇಜು ಗ್ರಂಥಪಾಲಕರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಶ್ರೀ ಎಂ.ಎನ್.ಎನ್. ಪ್ರಸಾದ್ ಸಮ್ಮೇಳನದ ನಡಾವಳಿಗಳನ್ನು ಬಿಡುಗಡೆಗೊಳಿಸಿದರು.
ವಿವಿಧ ರಾಜ್ಯಗಳಿಂದ 200ಕ್ಕೂ ಹೆಚ್ಚು ಗ್ರಂಥಾಲಯ ವೃತ್ತಿಪರರು ಸಮ್ಮೇಳನದಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದರು. 30ಕ್ಕೂ ಹೆಚ್ಚು ಸಂಶೋಧನಾ ಪ್ರಬಂಧಗಳು ಮಂಡನೆಯಾದವು. ಸಮ್ಮೇಳನದ ನಿರ್ದೇಶಕ ವಿವಿ ಉಪಗ್ರಂಥಪಾಲಕ ಡಾ. ಬಿ. ರವಿವೆಂಕಟ್ ಹಾಗೂ ಸಂಘಟನಾ ಕಾರ್ಯದರ್ಶಿ ವಿವಿ ಗ್ರಂಥಾಲಯದ ಸಹಾಯಕ ಗ್ರಂಥಪಾಲಕ ಕುಮಾರ.ಬಿ. ಧನ್ಯವಾದ ಸಮರ್ಪಿಸಿದರು.

“The use of intellectual output by most countries of the world including India is miniscule.” said Dr. Francis Jayakanth, Librarian, Indian Institute of Management Bangalore (IIM-B). He delivered a lecture on Saturday, 19th March 2016 on “Institutional Repository as a Digital Library Service” as part of “Saturday Mirror” Special Lecture Series organized by the Department of Studies & Research in Library and Information Science, Tumkur University.

A common perception about digital library is that it is just a collection of digital documents. However, even a huge collection of digital documents does not become a digital library unless it is supported by the methods of search, access and retrieval. A digital library will have a focused purpose and therefore, documents are carefully selected, deposited, described, indexes are built and methods of search, access and retrieval and well-defined. It is to be noted that digital library and online library catalogue are not the same. Their purposes are different.

The scope of digital libraries is not just confined to education and research. Health information, culture and heritage related knowledge have been successfully preserved in digital libraries. Library of Congress “Ancient Manuscripts from the Desert Libraries of Timbuktu”, Kalasampada digital library of Indian cultural heritage are noteworthy examples in this regard.

Digital libraries have limitations too. Technological obsolescence, hardware cost and digital rights management pose serious challenges to digital libraries. “The onus of tackling these challenges and making intellectual wealth available to the masses lies on libraries.” he opined.

“ಭಾರತವನ್ನೂ ಒಳಗೊಂಡಂತೆ ವಿಶ್ವದ ಬಹುತೇಕ ರಾಷ್ಟ್ರಗಳ ಬೌದ್ಧಿಕ ಸಂಪತ್ತಿನ ಬಳಕೆಯ ಪ್ರಮಾಣ ಸಾಗರದಲ್ಲಿ ಕೆಲವು ಹನಿಗಳನ್ನು ಮಾತ್ರ ತೆಗೆದುಕೊಂಡಂತಿದೆ. ಬೌದ್ಧಿಕ ಸಂಪತ್ತನ್ನು ಕ್ರೋಢೀಕರಿಸಿ, ಪರಿಷ್ಕರಿಸಿ, ಜನರಿಗೆ ತಲುಪಿಸುವಲ್ಲಿ ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯಗಳ ಪಾತ್ರ ಮಹತ್ತರವಾದದ್ದು.” ಎಂದು ಬೆಂಗಳೂರಿನ ಇಂಡಿಯನ್ ಇನ್ಸ್ಟಿಟ್ಯೂಟ್ ಆಫ್ ಮ್ಯಾನೇಜ್ಮೆಂಟ್ನ ಗ್ರಂಥಪಾಲಕ ಡಾ. ಫ್ರಾನ್ಸಿಸ್ ಜಯಕಾಂತ್ ಅಭಿಪ್ರಾಯಪಟ್ಟರು. ತುಮಕೂರು ವಿವಿಯ ಗ್ರಂಥಾಲಯ ಮತ್ತು ಮಾಹಿತಿ ವಿಜ್ಞಾನ ವಿಭಾಗವು ಆಯೋಜಿಸಿದ್ದ “ಸ್ಯಾಟರ್ಡೇ ಮಿರರ್” ಉಪನ್ಯಾಸ ಸರಣಿಯಲ್ಲಿ ಶನಿವಾರ, ೧೯ ಮಾರ್ಚ್ ೨೦೧೬ರಂದು ಮೂರನೆಯ ಉಪನ್ಯಾಸ ನೀಡಿದ ಫ್ರಾನ್ಸಿಸ್ “ಸಾಂಸ್ಥಿಕ ಗ್ರಂಥಭಂಡಾರಗಳ ರೂಪದಲ್ಲಿ ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯ ಸೇವೆಗಳು” ಎಂಬ ವಿಷಯದ ಕುರಿತು ಸಂವಾದ ನಡೆಸಿದರು.
ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯಗಳೆಂದರೆ ಕೇವಲ ಡಿಜಿಟಲ್ ದಾಖಲೆಗಳ ಸಂಗ್ರಹ ಎಂಬ ಸೀಮಿತ ಪರಿಕಲ್ಪನೆ ಇದೆ. ಆದರೆ, ಎಲ್ಲ ಡಿಜಿಟಲ್ ದಾಖಲೆಗಳನ್ನು ಕೇವಲ ಸಂಗ್ರಹಿಸಿ, ಒಂದೆಡೆ ಇಟ್ಟಲ್ಲಿ ಅದು ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯ ಆಗಲಾರದು. ಒಂದು ಪ್ರಮುಖ ಉದ್ದೇಶಕ್ಕಾಗಿ ಬಹು ಜಾಗ್ರತೆಯಿಂದ ಆಯ್ಕೆ ಮಾಡಿದ ದಾಖಲೆಗಳನ್ನು ಕ್ರೋಢೀಕರಿಸಿ, ಸೂಕ್ತ ತಂತ್ರಾಂಶ ಬಳಸಿ ಪರಿಷ್ಕರಿಸಿ, ಸೂಚಿಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಿ, ಶೋಧನೆಗೆ ಅನುವು ಮಾಡಿಕೊಟ್ಟಲ್ಲಿ ಮಾತ್ರ ಅದು ನಿಜವಾದ ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯ ಎನಿಸಿಕೊಳ್ಳುತ್ತದೆ. ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯಗಳು ಹಾಗೂ ಆನ್ಲೈನ್ ಗ್ರಂಥಸೂಚಿಗಳ ನಡುವೆ ವ್ಯತ್ಯಾಸಗಳಿದ್ದು, ಎರಡರ ಉದ್ದೇಶ ಭಿನ್ನವಾದುದು ಎಂದು ತಿಳಿಸಿದರು.
ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯಗಳ ಬಳಕೆಯ ವ್ಯಾಪ್ತಿ ಕೇವಲ ಶಿಕ್ಷಣ ಮತ್ತು ಸಂಶೋಧನಾ ರಂಗಕ್ಕೆ ಮಾತ್ರ ಸೀಮಿತವಾಗಿಲ್ಲ. ಆರೋಗ್ಯ ಮಾಹಿತಿ, ಸಂಸ್ಕೃತಿ, ಪರಂಪರೆಗೆ ಸಂಬಂಧಿಸಿದ ಅಪರೂಪದ ಜ್ಞಾನವನ್ನು ಸಂರಕ್ಷಿಸುವಲ್ಲಿಯೂ ಇವು ಪ್ರಮುಖ ಮಾತ್ರ ವಹಿಸಿವೆ. ಆಫ್ರಿಕಾದ ಟಿಂಬಕ್ಟು ಪ್ರದೇಶದ ಪ್ರಾಚೀನ ಹಸ್ತಪ್ರತಿಗಳನ್ನು ಸಂರಕ್ಷಿಸಿರುವ ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯ, ಭಾರತದ ಶ್ರೀಮಂತ ಸಾಂಸ್ಕೃತಿಕ ಪರಂಪರೆಯ ಮಾಹಿತಿಯನ್ನೊಳಗೊಂಡ ಕಲಾಸಂಪದ ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಉತ್ತಮ ಉದಾಹರಣೆಗಳಾಗಿವೆ ಎಂದರು.
ಡಿಜಿಟಲ್ ಗ್ರಂಥಾಲಯಗಳಿಗೂ ಕೆಲವು ಮಿತಿಗಳಿವೆ. ತಂತ್ರಜ್ಞಾನವು ಬೆಳೆಯುತ್ತಿರುವ ವೇಗ, ಯಂತ್ರಾಂಶ ವೆಚ್ಚ, ಡಿಜಿಟಲ್ ಹಕ್ಕು ನಿರ್ವಹಣೆ ಮುಂತಾದ ಸವಾಲುಗಳು ನಮ್ಮ ಮುಂದಿವೆ. ಅವುಗಳನ್ನು ಸಮರ್ಥವಾಗಿ ನಿರ್ವಹಿಸಿ, ಡಿಜಿಟಲ್ ರೂಪದಲ್ಲಿ ದೇಶದ, ವಿಶ್ವದ ಬೌದ್ಧಿಕ ಸಂಪತ್ತನ್ನು ಒದಗಿಸುವ ಹೊಣೆ ಗ್ರಂಥಾಲಯಗಳ ಮೇಲಿದೆ ಎಂದು ಸಂದೇಶ ನೀಡಿದರು.
ಗ್ರಂಥಾಲಯ ಮತ್ತು ಮಾಹಿತಿ ವಿಜ್ಞಾನ ವಿಭಾಗದ ಬೋಧಕರು, ವಿದ್ಯಾರ್ಥಿಗಳು, ಸಂಶೋಧನಾರ್ಥಿಗಳು, ವಿವಿ ಗ್ರಂಥಾಲಯ ಸಿಬ್ಬಂದಿ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಹಾಜರಿದ್ದರು. ವಿವಿಯ ಗ್ರಂಥಾಲಯ ಮತ್ತು ಮಾಹಿತಿ ವಿಜ್ಞಾನ ವಿಭಾಗವು “ಸ್ಯಾಟರ್ಡೇ ಮಿರರ್” ಎಂಬ ಶೀರ್ಷಿಕೆಯಡಿ ಪ್ರತಿ ತಿಂಗಳ ಒಂದು ಶನಿವಾರದಂದು ವಿಶೇಷ ಉಪನ್ಯಾಸವನ್ನು ನಡೆಸುತ್ತಿದ್ದು, ಇದು ಈ ಸರಣಿಯಲ್ಲಿ ಮೂರನೆಯ ವಿಶೇಷ ಉಪನ್ಯಾಸವಾಗಿದೆ. ಮೊದಲನೆಯ ಉಪನ್ಯಾಸವನ್ನು ಶ್ರೀ ಆನಂದ ಭೈರಪ್ಪ ಹಾಗೂ ಎರಡನೆಯ ಉಪನ್ಯಾಸವನ್ನು ಡಾ. ಹರಿನಾರಾಯಣ. ಎನ್. ಎಸ್. ಅವರು ನೀಡಿದ್ದರು.
UNESCO launches Open Access Curricula for Researchers and Librarians
The OA curricula developed by UNESCO includes a set of customized modules which can be easily be fitted with the educational needs of different OA stakeholders and can be integrated with any sensitization programmes of OA.
The curricula for Library and Information Science Professionals entitled “Open Access for Library Schools”, consists of four course modules. An Introductory Module aims at sensitizing the library community about the history, evolution, forms and impact of OA within the domain of scholarly communication environment and covers issues related to rights management, IPR and advocacy. The remaining three modules cover subject areas of OA Infrastructure, Resource Optimization and Interoperability and Retrieval. These sections give insights into the features, types, maintenance and standardization of OA resources, information retrieval/storage software and highlight the role of the new dimension of web-enabled resources such as e-journals, e-repositories and ICTSs.
The curricula for researchers entitled “Open Access for Researchers” addresses OA issues within the community of research scholars. The modules cover the subject areas of Scholarly Communications, Concepts of Openness and Open Access, Intellectual Property Rights and Research Evaluation Metrics. The first four modules have been developed to nurture researchers with an elaborate understanding of the genesis, objectives, processes, types and existing limitations of OA scholarly communication, which include insights into the issues related to IPR, the methods and limitations of the process of peer reviewing and the concepts and roles of E-journals, databases, ICTs, OSS and other OERs. The final and fifth Module entitled “Sharing your Work in Open Access” provides a step-wise guideline for researchers about the process and options available for publishing their research work.
These curricula were developed after undertaking two detailed capacity building need assessment studies of librarians and researchers on Open Access. A multi-stakeholder expert meeting was organized in New Delhi, where 23 experts participated to finalize the curriculum. Two online consultations were also held to substantiate the expert meeting, which helped UNESCO to outline the content for each of the curriculum and provided a framework to develop modules.
The curricula were developed with the help of Commonwealth Educational Media Centre for Asia (CEMCA), New Delhi of the Commonwealth of Learning (COL).
